Sponsored by Senators Lindsey Graham (SC) and Bill Cassidy (LA), this bill is being pushed and rushed through without thorough consideration in order to meet a September 30 procedural deadline, when the budget reconciliation rules expire. Under these rules, this bill could be passed by a simple majority, instead of the 60 votes typically required for major legislation.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Analysts warn that compared to its predecessors, Graham-Cassidy would increase the ranks of America\u2019s medically uninsured more \u2014 by millions of people (some estimates are as many as 32 million people) \u2014 cost state governments billions more and pave the way for the elimination of all protection for those with pre-existing medical conditions.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">On Tuesday, September 19, a bipartisan group of <strong><a href=\"https:\/\/www.colorado.gov\/governor\/sites\/default\/files\/bipartisan_governors_letter_re_graham-cassidy_9-19-17.pdf\" target=\"_blank\">ten governors signed a letter<\/a><\/strong>\u00a0to Senate leaders urging them\u00a0not to consider the Graham-Cassidy proposal, and to \u201crenew support for bipartisan efforts to make health care more available and affordable for all Americans.\u201d Among the governors are 5 Democrats, 4 Republicans and one independent.<\/span><\/p>\n<p style=\"text-align: right;\"><a href=\"#top\">Go to the Top<\/a><br \/>\n<a name=\"background\"><\/a><\/p>\n<hr \/>\n<h3><span style=\"color: #333399;\"><b>What Would the Proposed Graham-Cassidy Bill Do?<\/b><\/span><\/h3>\n<ul>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Within ten years, eliminate all funding for the Medicaid expansion, which has enabled 11 million people to get health coverage; and the individual health insurance subsidies, which have enabled millions of low- and moderate-income individuals access affordable health care.<\/span><\/li>\n<\/ul>\n<p style=\"padding-left: 60px;\">Medicaid expansion states would experience draconian cuts in healthcare funding.<\/p>\n<ul>\n<li style=\"font-weight: 400;\"><span style=\"font-weight: 400;\">Leave some of the most vulnerable people in our country &#8211; especially low-income children, seniors, and people with disabilities &#8211; without affordable medical care by capping and cutting Medicaid and ultimately dismantling the program.<\/span><\/li>\n<\/ul>\n<p style=\"padding-left: 60px;\">The bill does not include support for programs dealing with the national opioid crisis.
